The most useful tool I've found for resizing is the Power Toy from Microsoft:

Right click an image you want to resize, select "Resize", and then choose the size you want.
Here's another one I use frequently, if you'd prefer not to add something to your right click menu. It also gives you more options than the Power Toy (e.g. you can choose to resize the largest side to a certain value, etc.):

edit: as long as I'm on the topic of useful image tools, here's a program that will losslessly rotate JPEG files. Most programs (including the Picture and Fax Viewer included with WinXP) will recompress JPEGs whenever you rotate, leading to image loss. This program will do it losslessly through the right click menu, even in P&F Viewer:
