Analog Rebellion and NeverShoutNever! Two bands with a pretty mellow sound, mostly upbeat. Analog Rebellion used to be PlayRadioPlay!. Either hit up their myspace or be a demon and grab their stuff.
Plesae no old stuff. We all know how much the beatles/metallica/zepplin/old shit rock. New and/or surprising stuff, stuff you didn't anticipate liking as much as you did.

I'm still a member of the Pabookers lastfm group, but I don't know how helpful that would be.. it doesn't seem very active :P
I discovered a ton of new stuff in 2009 (the perks of working on a computer where you can download a new album every day). I contribute pretty regularly to a music blog with a couple of my friends as well.
Picking an artist at random right now, I'd say check out Ugress, an EXCELLENT Norwegian electronic artist that has most of his stuff up for free download. He has several musical projects/personae; don't miss Nebular Spool, his post-apocalyptic "cthulhutronica" project.

I have no specific recommendations, but personally I've found the following page helpful:

It was more helpful before they broke the list up into 4 separate lists, but it should still work. In the past I spent some time going through the list, reading the descriptions of albums that seemed like they could be interesting, and then using that to decide what music I wanted to try to track down. It's a little time-consuming for what you get out of it, but I found a handful of good albums that way.
